Как видно из определения в Словаре RAE, "departamental", действительно, включает семантику 'государственный', но это не просто государственный, а 'ведомственный'.
В моей версии AABBY Lyngvo 9.0:
ведомственный
1) departamental, de departamento(s), de administración
Можно сказать еще: organizaciones de diseño departamentales de Estado.

Хотела бы привести одно существенное замечание.
"Departamentales" не должно согласовываться ни с "diseños", ни с "proyectos", т.к. тогда меняется смысл или может появиться двусмысленность: сочетание может быть истолковано как "diseño de departamentos" или "proyectos de departamentos" (т.е. проектирование внутренних структур, отделов учреждения, например).
Поэтому лучше было бы смоделировать фразу как:
organizaciónes (oficinas) departamentales de diseño (de proyectos) |
