In 2009, the Commission has lodged a total of eight anti-
trust offence proceedings [prekršajni postupak] before Serbian
courts so far: (i) two proceedings were initiated for infringing the
cartel prohibition; (ii) one for not providing requested data; (iii) two
for the abuse of a dominant position; and (iv) two for pre-
implementing the concentration.

filing a misdemanor procedure based on a motion
...
proceedings vs. procedure
both are equally used. However, procedure is narrower in meaning. Proceeding can encompase more that one procedure. I personally prefer proceeding(s).
