All units of local self-government perform local government tasks, thus presenting the authentic competence of a municipality.
Included within the Statute is a definition of the type and scope of activities within the competences of the City of Belgrade to be implemented by city municipalities, to the effect that city authorities do not possess authentic competence, but instead perform the affairs of local self-government entrusted to them by the City within the scope of its competence.
A city municipality has no authentic competence in the implementation of affairs of local government; certain matters are merely entrusted to it by the Statute from the competences of the City of Belgrade.
