Assuming the use of spomeniško varstvo is the one referred to here - http://www.delo.si/clanek/116607 I think this more general term would fit - "monument protection" gives me the image of protecting a statue which is not so much the case here.

Well, there are many issues to be addressed here.
- the name of the body is rather inadequate. As Mark suggests, the topic is entirely related to environmental protection
- the author of the article has superficially translated the name. It is clearly a governmental body, an authority, so we can't just speak generally about "monument protection".
- as much as "environmental protection" is the logical meaning", the translation is too "liberal" and I wouldn't dare to support it.
