This comes from a corporate questionnaire on employee satisfaction and is sadly lacking more context. Could it be English - Business Unit perhaps, or something else? Here's the sentence which it comes from:

Zaradi preobremenjenosti in različnih ciljev posameznega BU ni angažiranosti za sodelovanje med oddelki.
