Yo creo que es con mayúscula cuando se trata de la zona conocida como el Valle del Ebro. A diferencia de cuando se está hablando sobre el río y su valle (cuenca de un río) que entonces será con minúscula.

Con el contexto que has añadido definitivamente lo pondría con mayúscula ya que hace referencia a la región del Valle del Ebro (es una zona).
