It appears in a non-disclosure agreement:

"En mi condicion de Becario no laboral en practicas en Bla and Bla_______ (en adelante, la Compania), acepto y reconozco":.....

I think it means a trainee not on the payroll, and favour "non-employed trainee", rather than "off-payroll trainee"; but is there a specific formulaic expression?
