Accrued Accounts Payable

Explanation:
Recognized but not paid during the year.

If it is just accounts payable, the supposition is that it has been paid.

Accrued means it is on the books but hasn't yet been paid.

Balances payable (to the State)

Explanation:
From what I have been able to find, in dictionaries and on Internet, "obligaciones reconoocidas" appear to be balances payable by (or collectable from, depending on where you're standing) the State for the portion of a project or contract actually carried out, or services actually rendered
