I was tempted to enter an Answer of 'low-income' but I stopped myself. 'Low-income' implies 'poverty', while the reference here seems to be taxpayers who earn well but owe little money in taxes as opposed to large corporations who must pay millions of dollars in taxes. Still, 'small (income) taxpayer' is not wording that would be used in the U.S., I don't think. If the target country is in the Americas, I'd suggest seeking a different expression inU.S. legalese. |
