Explanation:
contingenciar would be to fund something on a contigency basis but i don't see how that fits here and I don;'t know what a contrato de negociacion is without more context...you cannot just use contigency as a verb in English

It sounds like they spent too much and the contingenciar here just means resulted in or gave rise to, which are used in accounting
