Se trata de un estudio sobre la publicidad en el punto de venta, ya sea en tiendas o en grandes centros comerciales. En este contexto:

"Las personas dedican un tiempo valioso a los centros comerciales, abriendo un amplio abanico de oportunidades para impactar a las personas con la publicidad."

Por cuestión de estilo (y sí, confieso, de gusto personal), prefiero 'reach'. 'Impact' usado como verbo es feo, pero está muy difundido, sobre todo en la publicidad - así que sería una traducción aceptable. a favor de 'reach', en cambio, yo diría que expresa la idea no sólo de contacto/exposición sino de la eficacia de ese contacto.
