As you can tell from the responses - part of the problem here is a very "shorthand" type of phrasing, but it looks to me like "To improve the brand attribution of "the best brand of (whatever)" from 42% - 48%. The point is that what is measured is the brand attribution, that is what goes up or down, the "attribute" is the normally the specific quality or value associated with it which is what is being measured. Technically "the best brand of xxx" is not really an attribute - it´s the brand itself, so it does make this sentence confusing, but I´m pretty sure this is what they are, rather clumsily, getting at.
