I suspect that this is referring to the ILS (Instrument Landing System) that seems to be normally located at the threshold (cabecera, as translated in the glossary found at the first link) of the runway.
At the Valencia airport link: "El aeropuerto cuenta con sistema de aproximación instrumental ILS de categoría II en la cabecera de la pista 30, e ILS de categoría I en la cabecera de la pista 12"
