It is indeed a strange term to use - for anything, in my opinion.
However, a flight planning office /operations technical office would be part of an airline set up rather than an airport’s.
So given the absence of more clues from anywhere else , short of checking with the client (which might not be a bad idea), I would go along with Jairo’s ATC.

then Jairo's note suggests it is the flight planning office, where flight plans are recorded. It would not be air traffic control. I very much doubt whether this term would ever be used for ATC. Flight planning is quite a different function.

The drawing may give a clue. If it is ATC it will be at the top of the building. If not it won't be.

This comes a description in the architectural drawings; for example, equipment room, VSAT rack, and "verificador de vuelo" (a seperate room or workstation). It includes all the electrical outlets, etc. So, it is not a job position, but rather a description of a physical space.
