This is from a Colombian plane crash report. The phrase is found in the pilot's assessment of the conditions surrounding the accident. The context is as follows:

la cadena del accidente fue porque cogí todos los factores entrando en final corta sobre el umbral por condiciones atmosféricas meteorológicas ,al final habían rayos a la derecha y a la izquierda y tormenta.

I didn't change any of the punctuation, so you have it as I see it. My guess is that it has to do with the threshold for atmospheric conditions, but I wouldn't mind some input. Thanks!
