This is at the beginning of a contract:

"Que, el Lcdo. X en su condicion de Apoderado General de ABC mediante memorial fechado 15 de noviembre de 2004, solicita que se conceda un Certificado Provisional de Explotacion y/o Certificado de Explotacion Definitivo para prestar los Servicios de Transporte Aereo Publico Regular Internacional en la modalidad de Pasajeros, Carga y Correo, ***con derechos de trafico de terceras y cuartas libertades en la ruta: ...."

Trafico de terceras is third party transport .. but what's the cuartas libertades bit?
