I believe it's as literal as this. A surface where they take the heads off fish, etc. before packaging/processing.

agree  philgoddard: "Mesa de descabezado" gets only eight Google hits, and they all refer to shrimp, so I think this is more likely.

IATE dictionary, which was started as an aid for customs officers working in a multilingual environment, has variously "to top", "trimming-out" or "trimming", and "to remove the head", referring to different products. The one which seems to suit them all is "trimming".
