Normally this verb means re-fill and refers to filling up your gas tank. But here???

"La torre de 10 plantas queda separada del zócalo por la planta técnica, que se *retanquea* respecto al plano de fachada, “flotando” sobre la base."

I think you've got a typo and is should be "retranquea" - which means it's set back from the plane of the façade. (Check the Kudoz glossary for retranqueo, for example).
