Architecture

erupts over the city

Explanation:
you can probably improve on this but it gives the the sense of 'throwing itself over', which is a standard translation

there's a wordreference thread here
http://forum.wordreference.com/showthread.php?t=836418
that suggests 'erupt' as a possible trans

and the idea of a party erupting into life is certainly possible

also a nice contrast between penetrate and erupt - still a bit tenuous, though!!

shines/reflects out upon the city

Explanation:
Based on the idea that the bar's construction materials are reflective and what goes on at night can be seen from outside or below.

spills out onto the streets

Explanation:
I think the idea is that people spill out of the bar and fill the surrounding streets.

That's a challenge - how is the crowd from a bar going to pour out into the city if there aren't streets??

How about "that sends its energy out across the city"?

Notes to answerer
Asker: Hi Muriel, this is one option I had (but can´t use streets, as it's one of those those bars at the top of a building, but it does have an outside area I think).

brims over the city

Explanation:
yet another option. It also depends on the translation of the first part of the sentence, IMO.

lights up the city / shines out over the city

Explanation:
Since the idea seems to be that the lit-up bar becomes an attraction at night, I think "lights up" or "shines out" work.
