Also, "declarado" has no subject so I wanted to avoid that awkwardness in English.
"Monumento" in Spanish is a "Construcción que posee valor artístico, arqueológico, histórico, etc" according to the DRAE online. However, "monument" in English according to Webster's Online is, in it's most common usage, "a memorial stone or a building erected in remembrance of a person or event." Therefore, it is important, in my opinion, to distinguish between something where an event possibly happened and something created in memory of an event.
That is why I suggest historic site, although I also liked landmark as Robert suggested it.
