in a previous kudoz question (http://www.proz.com/kudoz/spanish_to_english/mechanics_mech_... an 'ingeniero proyectista" was also translated as "Design Engineer" - I would simply call it designer here, so that than you can differentiate from 'architects' and 'engineers' which follow in your description

disagree  philgoddard: This sense of the word died out about a hundred years ago. It now has connotations of "plotter" or "conspirator".

disagree  Jim Tucker: I think "proyectista" does (also) have this meaning ("complotador") in Spanish, but surely not in this context. It's probably best to avoid bilingual dictionaries if you can.
