Spanish term or phrase: cascara

This is from a report on plans to renovate on old building in Rosario, Argentina. Here, two different projects are compared

"La seccion que incluye la obra reciclada es mas simple que la nuestra. Tienen cascara y adentro los edificios vacios, por consequencia evitan las demoliciones internas"

Is this simply saying that they are making use of the old structure and hence need not demolish as much?
