Hello. The text is about the renovation of an eighteenth-century building, now an art gallery:

"Hay además un deseo evidente de potenciar una mirada dinámica en el espectador, no sólo para disfrutar de las colecciones que presenta el museo, sino también del paisaje urbano que circunda al edificio"

The best I have come up with so far is "to encourage dynamic viewing by exhibition-goers", but this sounds a bit unnatural to me.

"...to engage visitors/exhibition-goers in active viewing, not only..."

Or, more closely to your original suggestion:
"to encourage active viewing by exhibition-goers..."

Explanation:
I believe this gets the point across, considering that 'dinamica' can represent a range of aspects in Spanish, whereas English demands something more concrete. Also in light of what follows (the visitor gets to experience what is on display against the backdrop of a beautiful surrounding environment). Hope this helps :)
