From the context I guess this either refers to a cleaning material of some kind (cotton pads?) or to a cleaning fluid.
Context: "Para la intervención de limpieza en todo el conjunto de murales, techos policromados y mármoles se utilizaron papetas y distintos disolventes" and later: "La eliminación de la costra negra [...] no ofreció buenos resultados ante ningún disolvente o papeta, ya que esta costra, más dura que la propia pintura original, se encontraba además dentro de los poros de la capa pictórica"

Para que quede más claro. El manual que cité arriba es un manual multilingüe. El párrafo que copié se refiere al bicarbonato de sodio, que, como dice ahí, se usa bastante en papetas.
