that is an old saying i've heard in many languages.
it goes on this order.
now, if in your original it's the reverse, it's probably an intentional joke.

originaly it's like: miracles happen and this must be done; if you won't do it voluntarly we'll help you with it.
-if someone you love promised to visit but never did, you visit them and say:
if mohammed won't come to the mountain, the mountain comes to mohammed...
