Chilean cultural critic.
talking about Chile's involvement in the Seville Expo 92

English translation:with the discontent inherent to its maladjusted understanding
Explanation:
"with the discontent inherent to its maladjusted understanding"

or

"with the discontent spread by its maladjustments of understanding"

Just a suggestion. It is obviously an irony about how the Chilean transition tried to uniform the perception about the inmmediate past and how those voices that didn't agree with that were quicky omitted from the country's façade Chilean officials intended to show in the Seville Expo (the "correct" understanding). I use the term "discontent" because I think Nelly is on purpose or implicity referring to "el malestar de la cultura", term coined after Freud's "Civilization and its Discontents" (1930) and widely used in these kind of works. Other possibilities could be "unrest" or "discomfort".

Good luck!

the malaise of its disruption of understanding.

Explanation:
I did consider "the malaise of its unbalanced understanding", but I think the word desajustes is somewhat stronger and "dislocation" may be a better, though more free, tranlation.
