sobre la capreta asfáltica se da fe de encontrarse una huella marcada por el rhin de la llanta tronada y que se dirige del lado derecho de la carretera hacia la parte central de los carriles de ida y de venida y que causó daños al pavimento marcándose sobre el mismo y terminando con una profundidad de aproximadamente un centímetro y ocho centímetros de ancho….

I could not find "rhin" anywhere, either online or in my paper dictionaries.

Explanation:
This one is kinda funny. They have appropriated the word "rim" as "rhin", same as "aro". So it is the edge of the "llanta" (= wheel minus tire)

Sorry, I hadn't seen "the rim of the blown-out tire". It's definitely the wheel, not the tire/tyre (so its rim will cut into the pavement).

I correct miself. I am quite sure now that the correct term is wheel (tire wheel, aluminium wheel). Sometime it is spelled tyre.
