If you think of the wheelwells as knees, it's easy to see why the chrome on the back wheelwells is called a rodillera.
The chrome along the bottom of the doors is a running board.
The chrome on the front of the back wheelwells I might call a wheelwell cover though that creates the impression the whole fender is covered. Splash guard or mud guard also comes to mind though the site belowhttp://www.ultimateautoaccessories.com/Car Category Pages/Re...
assures me that splash guards are rubber and hang behind the back wheels.
Oddly enough even though other sites equate mudguards and mud flap, this definition here looks close enough to do in a pinch:

Explanation: unless the text is about some kind of extreme sport using automobiles, there is no such thing as "chromed knee and elbow pads" (which by the way, is the translation requested) in the automotive knowledge (as far as I know).

The ad most likely refers to a VW bug, at least the references I could find where the term rodilleras appears are pages linked to VW clubs or related. I live in Mexico and I have experience in automotive terminology but never before heard such terms applied to a car.
Anyway, seems like a \"rodillera cromada\" is a curved piece of metal sheet that is placed in the bottom front side of the rear fenders in a VW bug. I couldn\'t find but one site which refers to a codera cromada and there is no picture or anything that confirms that such a thing exists.
