Explanation:

a "guía de despacho" is a shipping note or dispatch permit. Synonymous with "guía de embarque" (bill of lading, or ship's receipt).

I basically agree with Alex. If the document is about transportation, shipment, or freight I think the context would be that.
However, if the context is about Customs, a power of attorney ia laso needed. In this case it would be the equivalent of 'manifest' for U.S. Customs, "Pedimento" for Mexican Customs, etc. In this case the power of attorney needed would be by the Customs Broker instead of the carrier's or issuing agent. If you try to find out whether the context is about transportation/freight carrier or Customs, I think you'll be able to reach the right decision.

Forget about linguistics. Packing slips do not need power of attorney. They are documents issued by the shipping departments, usually to be used by the shipping department at the consignee's company. They are for INTERNAL use only.
