Depende de las circunstancias, diría yo (x lo menos para USA).

"Withdrawal" se usa cuando el producto ya cumplió su vida útil y la empresa quiere retirarlo de circulación o renovarlo completamente.

"Recall" se usa cuando la fábrica detectó una falla que puede producir lesiones u otros daños al consumidor. El 'recall' es un proceso activo que implica no sólo dejar de fabricar el producto, sino también retirar los que están en a la venta en negocios, y lograr que quienes hayan comprado el producto lo devuelvan a la fábrica para ser reemplazado o bien re-comprado x la fábrica.

Se me ocurre Sandra que en este caso estás en la 'right track' con 'withdrawal'.
