Looks like a Spanish adoption of the French: "rappel" (The Oxford Superlex states that *rapel*, Spanish, is a variant spelling of *rappel*, but only gives rappeling as the English equivalent). I assume that rapel, in your context, has to do with a quality control goal (as in: no more than 250 recalls per quarter):
