Ejemplos: Solo obtienen préstamos hipotecarios o prendarios.
El devengamiento exponencial de las operaciones con capitalización percepción o pago de intereses por plazos superiores a 92 días es obligatorio tanto para la cartera activa como pasiva.

Explanation:

1.Solo obtienen préstamos hipotecarios o prendarios.
secured loans ('secured' by some kind of asset) or pledge loans

2.El devengamiento exponencial de las operaciones con capitalización percepción o pago de intereses por plazos superiores a 92 días es obligatorio tanto para la cartera activa como pasiva.

However, I'm not convinced by 'active portfolio' simmply because I couldn't find 'passive portfolio'. From the context and the reference to interests, I think it's 'portfolio of receivables and payables'. But I can't be sure.
