La deuda cierta es aquella que ha sido efectivamente desembolsada a las entidades públicas y, por lo tanto, constituye ya un pasivo del Estado con el prestamista. La deuda contingente, como su nombre lo indica, está sujeta a la ocurrencia de algún evento antes de registrarla como tal. Por lo general, la principal deuda contingente que enfrenta un país es la deuda pensional, donde una parte de la población está esperando completar determinadas condiciones de edad y/o un mínimo de cotizaciones para hacerse acreedores a dichos derechos pensionales.
