I'll try to "imagine" what the original document was intended to mean. I am trying to relate it to taxes (as suggested by Asker) but, without any more information, Henry's literal translation is absolutely correct. Regarding the lack of records, we recommend maintaining/keeping (llevanza????!!!!) a personal file for each employee with all the documents related to that employee: employment contract, work permit, residence permit/authorization, taxpayer's information report (W-4 form?), etc. In short, I am translating "comunicación de datos al pagador" as taxpayer's information report, i.e., reading "del" rather than "al," and "taspayer" rather than simply "payer."
