Spanish term or phrase: cuadro de mandos

Hi, I'd appreciate your help with this term.

I'm guessing it may be a balanced scorecard? I've seen management scorecard too.

Context is:
"Pensamos que con el diseño de un cuadro de mandos adecuado, podremos minimizar los efectos de estos desfases, y generar un modelo de ciudad con alto grado de autosuficiencia e industrialización.
....
Se potenciarán los puntos estratégicos que se consideren más débiles desde el cuadro de mandos, y se adoptarán medidas evolutivas, estudiadas por los equipos que se especializarán en la elaboración de protocolos para la toma de decisiones."
...
Crear un “cuadro de mandos” que pueda actuar como timón del municipio, que proporcione herramientas objetivas con base a los resultados de los análisis, y actuar de forma eficiente en la toma de decisiones para eliminar el desempleo, entre otros aspectos."

I can't help but feel that the worthy suggestions are complicating life slightly with scorecards and balance. It seems that the source term is referring to a control panel (in the sense of a dashboard -Sp. salpicadero or a control panel - Sp. panel de mandos)

P.S. Clearly in my reference to salpicadero as a dashboard would be tablero de mandos as I understand it is referred to in Latin American Spanish.
