@ Helena: I think the term is still in use in common parlance in London. Pity, it seems to be in official disuse. I do "rate" The Rates.

Over forty years ago, I can remember my parents talking about paying "the rates" (in the UK) and I asked them what rates were. However, judging by what I've seen on the Internet, I think the name has since changed.

"Municipal tax" works well
"Council tax" in my opinion, is too "localised" to the UK and should be avoided

For what I have read la TGI is paid to a municipality...Municipalidad de Rosario, Municipalidad de Rafaela, Municipalidad de la Ciudad de Salta, etc. Apparently in Buenos Aires es el impuesto ABL, and in Formosa is known as Tasa Única de Servicios...UK does not have a municipal tax per se, you can read more here
