I can't think what else "estacionamientos" could refer to here, and car parking facilities are a very important question in relation to shopping centres/malls. In principle "estacionamientos" could mean "parking lots/car parks", but "gran bolsa" suggests that it's being used in the sense of overall parking capacity, so "parking spaces" would probably be best.

large parking areas/lots


Explanation:
"bolsa" can mean "supply" or "fund= resource " but I think it's more natural to speak of large parking areas (UK) lots (US) when describing this kind of parking where there are supply trucks and buses/coaches/vans/taxis etc as well as cars.

I am withdrawing my answer. However, it is a mystery why they are called "bolsas".

Otra disfuncionalidad del sistema, se observa rápidamente analizando las zonas frontera con las calles ORA, de esta manera, se detectan bolsas se aparacamiento ilegales reguladas con "gorrilla" y saturación viaria en estas zonas aledañas, tanto por parte de los residentes del centro que aparcan alejados de sus residencias como consecuencia de la restricción mediante tarifa, como por los visitantes al mismo, y reacios a pagar por realizar sus estacionamientos.
