le oí decir a fulanito...


Explanation:
Eso en caso de que no se lo haya dicho directamente a la persona en cuestión, que en tal caso no sé cómo lo diría, porque es difícil conservar el matiz de "no me mojo" que tiene aquí el *understood*, que queda tan natural en inglés. Lo natural en español es... "dijo/ha dicho fulanito..." lo de "me pareció que decía" o "según le entendí" no queda natural.
"Según fulanito" tampoco le da el matiz de "tal vez no lo dijo, pero es lo que yo le entendí".
De ser importante el matiz y en caso de que la persona lo escuchara de primera mano, diría "dicen por ahí".
