Iniciar de oficio significa una acción que se entabla por ley sin que medie acción alguna por parte del demandante. Para explicarme mejor, en un juicio civil de pérdida de la patria potestad, por ejemplo, si un juez dicta sentencia a favor del demandante porque determina que el demandado ha cometido el delito de abandono de menores, como este es un delito federal que se persigue "de oficio", el juez puede determinar que se inicie "de oficio" una acción penal en contra del demandado sin que esto requiera que el demandante lo demande por la vía penal.
