"Educación normal" is definitely teacher training, as it is still often called, though nowadays "teacher education" is the preferred term in the US, I believe. I assume this is from Mexico. What you have here is a distinction between the "título", the degree which qualifies the person to train teachers (a "licenciatura en docencia" or similar) and the "autorización", which is a professional license to practice issued by the state. So it means an "authorization" or license for the person to work as a teacher education professor or instructor, for which this degree qualifies him/her. In many professions, first you have to get your degree and then get registered in order to be able to practice. |
