This a research report about the implementation of a biometric system for people identification at a public instititution.
The whole report does not give me a clue of what it means as this word and topic were not mentioned before and the report focuses on other aspects.
I am not sure if it refers to *localization* of the system as, I think, it is widely applied around the world but not common in this country.
