As I said when I posted the question, I don't believe this is "operating system" which is "sistema operativo" and refers to the management of computer hardware resources...
This system needs to do things like "supervise and control the status of the network" and "mostrar un listado que contenga los elementos de red que no están en estado normal, sumarizados por línea" and "contar con una herramienta para realizar el cálculo de las perdidas técnicas en la red".

there's a clue in the capitalisation: looks to me as if it's not a (network (operating system))=operating-system-for-networks, but a ((network operation) system)=system-for-network-operation.
