Hello
I'm looking for clarification here as I'm not sure whether this should be "network operational system" or "network operations system"...

"Operations system" sounds right to me but then I found this on Google, describing an "operational system":

[I know it's not "operating system", as that would be "sistema operativo"]

Can anyone shed some light please?

El presente documento recoge el alcance funcional de los requerimientos solicitados por la unidad de Explotación para la Supervisión y Control de la red en el futuro sistema de Operación de la Red.

El objetivo del presente documento es realizar una descripción funcional de los requerimientos para el nuevo sistema de Operación de Red.

A continuación se describe la funcionalidad que deberá soportar el nuevo sistema de Operación de la Red tanto en su parte online, como offline para cubrir el proceso completo de gestión de avisos e incidencias.

El sistema deberá incluir la supervisión relacionada con clientes (clientes totales afectados en toda la red, por zonas), de carga (carga total afectada en toda la red, por zonas), así como del resto de entidades relevantes en la supervisión de la red.

From the context you've posted, it seems clear to me that this is referring to a "Network Management System (NMS)", which would normally be called "Sistema de Gestión de Red" in Spanish. But in my experience (as a former network administrator), IT terminology is often "incorrect" in Spanish, as it was originally conceived in English.
