Spanish term or phrase: problemas en la Web de difusión

I'm sorry if my question is obvious but I'm a non-Spanish speaker proofreading a translation from Spanish to English and I'm not sure about this phrase. Here's the context from an operating manual:
-Diagnóstico de problemas en Web / Difusión
El propósito del presente, es definir un protocolo de diagnóstico de problemas en la Web de difusión, para poder establecer si el problema esta provocado por el aplicativo Web, o por las infraestructuras, software de base, o comunicaciones entre ellos.
