Hopefully someone else will take a stab at this. I'm thinking that the "pelo libre" refers to a canal/conduit that is partially exposed to the air. Maybe this will help:
Cuando los túneles para conducir agua trabajan a «pelo libre», tienen por lo regular forma de herradura y cuando van a estar a presión, su forma es generalmente circular. El revestimiento de las galerías puede variar desde un recubrimiento con concreto lanzado(shotcrete) en una o dos capas (con o sin refuerzo de malla de alambre y últimamente de fibra) hasta un revestimiento de concreto vaciado neumáticamente detrás de encofrados metálicos deslizantes.
