El propietario deberá instalar un sistema de tratamiento de aguas residuales conforme a las disposiciones ambientales correspondientes, así como a la resolución de impacto ambiental (Plan Maestro) y a la autorización o resolución en materia de impacto ambiental de la construcción específica, en la cual se prevea la separación pertinente de aguas residuales y jabonosas.

I have this in my notes and will reproduce here:

greywater (sometimes spelled graywater, grey water or gray water and also known as sullage, is *****non-industrial wastewater generated from domestic processes such as washing dishes, laundry and bathing*****. Greywater comprises 50-80% of residential wastewater. Greywater is distinct from blackwater in the amount and composition of its chemical and biological contaminants (from faeces or toxic chemicals). Greywater gets its name from its cloudy appearance and from its status as being neither fresh (white water from groundwater or potable water), nor heavily polluted (blackwater). According to this definition wastewater containing significant food residues or high concentrations of toxic chemicals from household cleaners etc. may be considered "dark grey" or blackwater)

As you can see from the above, greywater is actually a type of wastewater. I suspect that the first time the term "aguas residuales" appears in your text, they mean wastewater, but the second time, I suspect they actually mean to say "aguas negras", which is blackwater. However, it might be best to check with the client.

Explanation:
first instance: sewage (water) treatment
second instance: sewage (water)

Of course you could say sewage (residual waters) and soapy water, but I think that just the term sewage is appropriate here. You do not really even need the word water.

Perhaps I was a bit hasty...your context does not indicate that this is human waste (sewage). If it does, then I would amend my suggestion to "sewage and wastewater". If not, one of the other answers is more appropriate.

As you can see from the above, greywater is actually a type of wastewater. I suspect that the first time the term "aguas residuales" appears in your text, they mean wastewater, but the second time, I suspect they actually mean to say "aguas negras", which is blackwater. However, it might be best to check with the client.
