the abono here is simply payment of the work that has been done so far (probably) in the project. Amounts of materials used and hours of labour are carefully mesured and an invoice is sent out with a certificate, which is a statement that a certain percentage of work has been completed in a building contract. Certificates are often issued monthly.
El abono de las obras se efectuará mediante tres certificaciones como máximo, expedida por Técnico Director y conformadas por el adjudicatario, acompañadas de la factura correspondiente, en la que deberá figurar, desglosado, el tipo de IVA aplicable, y según modelo establecido para las obras de los planes provinciales de Diputación, salvo que se presenten ofertas de mejor financiación en la adjudicación.

Comienzo de las obras. Dicho comienzo tuvo lugar el 2 de Enero de 1909, expidiéndose la primera certificación de abono de las obras en Agosto de 1910.
