De los 14 edificios, el lote 17 y 29 están en fase de estructuras en el segundo y quinto nivel respectivamente. En los lotes 55 y 68 se están concluyendo las plataformas de cimentación.

does this simply mean that the structures are being laid?
also when they say "nivel" are they referring to the structure of 2nd "floor" of the building being underway or to the fact that the structuring phase is at "level" 2 in the process. i'm assuming it's floor, but just wanted to verify.

If an engineer says this phrase without specifying what part of the structure it is, whether flats or office buildings, he is extremely likely to be talking about the reinforced load bearing columns, which in the order of things are the most important elements that support the other elements and indeed the whole building, they are the heart of the structure.

agree  Nikki Graham: "structural phase" // floor framing includes the means to support the floors, the walls are filled in afterwards. It is not just the floors but the frame that goes with it, which obviously includes the "columns" you refer to, so no need for me to rephrase
