Spanish term or phrase: realizará un escalón
Installing a false floor into a 'shelter':

For me this could mean two things:
1) A stage will be carried out to align the height of the door/ false floor.

2) A step will be installed to align..

a step will be installed
Explanation:
your second choice fits here.
Also a step will be built.

The wording in Spanish is a bit unusual "realizar" instead of "construir", but such is life ;)
