Explanation:
Maybe a typo for 'abigarramiento' --> variegation/many colours/motley colouring/ vividness (Collins spa<-->eng dico)

Maybe suggesting that the roadsigns might not be seen properly by motorists because they appear against a brightly-coloured variegated backdrop (advertising billboards, shop-fronts, etc.). In a sense, the signs are 'camouflaged'.
