According to the literature, 'eyebolt' seems to be right for 'perno con ojal'. Also 'grommet'. A bolt, woodscrew or masonry screw with a metal ring for a head, through which cordage may be tied and tightened.
Does E. Gustafson's ref photo match the illustration in your source? The term 'ojal' used with 'perno' makes me think of 'hoja', a sheet or plate like a 'washer' or a broad flat head on the bolt. I'm looking now to find refs in that respect. Let me know if the illustrations already offered work for your context.
